Chifeng Leisure Co., Ltd., an established tourism operator of railway tourism along the Old Mountain Line in Miaoli's Sanyi, has now served over two million cumulative rail bike riders. To mark this milestone, the company is participating for the second time in the SIIR (Service Industry Innovation Research) program led by the Ministry of Economic Affairs' Administration of Commerce. Focusing on the "Rail Bike Smart Low-Carbon Experience Service Promotion Project," Chifeng is comprehensively upgrading operations across three key areas: smart technology, low-carbon practices, and international appeal, driving sustainable innovation in local tourism.
Smart Upgrade: IoT and Multilingual Services Boost Operational Safety
Partnering with the Cycling & Health Tech Industry R&D Center, Chifeng has deployed onboard IoT devices, real-time positioning systems, and GPS voice guidance along its approximately 6- kilometer rail bike route, strengthening equipment maintenance, operational dispatch, and rider safety.
Service counters now feature real-time translation displays in seven languages on glass panels, helping international visitors with ticket bookings and boarding instructions.
Advancing Low-Carbon Operations Through GHG Inventory and Energy Management Optimization
Through the SIIR program, the company has completed an ISO 14064 greenhouse gas inventory, gaining clear insight into carbon emissions across its operations and laying the groundwork for carbon reduction and net-zero goals. Additionally, a smart charging management system has been implemented to improve energy efficiency and strengthen preventive maintenance.
International Expansion Delivers Results: Japanese and Korean Visitors Surge
Chifeng Leisure has signed MOUs with railway tourism operators in Japan's Nagano Prefecture and South Korea's Gangwon Province to launch cross-border rail tourism pilot programs. The partnerships feature an innovative "ticket-for-ticket" exchange system. Over the past two years, the partnerships have attracted around 50,000 international visitors, with standout growth from Japan and Korea.
Industry-Academia Collaboration and Mystery Shopping Drive Service Excellence
As part of the SIIR program, Chifeng introduced mystery shopping initiatives and partnered with National United University for industry-academia collaboration. The resulting user experience research has helped optimize service flows and overall tourism quality.
Looking ahead, the company aims to extend beyond rail bike operations, leveraging technology and sustainability to comprehensively upgrade Miaoli's tourism industry. These efforts seek to establish an internationally recognized smart tourism hub and set a new benchmark for innovation in Taiwan's leisure services.
